Funny ratio

How good is you on the "Solved ration" ?
The ration is (TS-TF)/(TD-TF).
Where:
-"TF" is the time when you find a problem
-"TD" is the time you decide to solve the problem.
-"TS" is the time you solved the problem.

A lot of companies have a bad ratio. Why !

Found the problem is important but solving the problem is probably more important when you have decide to solve the problem.
